Rear Rack Is There A Rear Rack For A Road Bike That Attaches To The Seat Post And Still Holds Up Panniers?

Is there a rear rack for a road bike that attaches to the seat post and still holds up panniers? - rear rack

I have a racing bike is equipped with a shelf above the tabs, but nothing remains on the seat. Is there any kind of image to measure the seat post, or is it a kind of dilution / connector for a standard rack?

I think we can buy one of the shelves behind after the market will have to remain a collar around the seat tube or collar to secure. Notification of extensions on the front of the rack, the clamps are attached to them.
